RESOLUTION OF THE BOARD OF DIRECTORS OF THE SAN MARCOS
COUNTY WATER DISTRICT AUTHORIZING EXECUTION OF A
"JOINT POWERS AGREEMENT CREATING THE SAN DIEGO REGION
WATER RECLAMATION AGENCY"
WHEREAS, there is a need to conduct studies of means of water
reclamation and to establish a coordinated water reclamation study
center to advance the technology of water reclamation, water management,
and the re-use of waste water for the benefit of the constituents of
the several sewerage agencies in the County of San Diego.
WHEREAS, representatives of sewerage agencies in the County of
San Diego have met and conferred and have prepared a Joint Powers
Agreement Creating "The San Diego Region Water Reclamation Agency".
WHEREAS, the parties to the Joint Powers Agreement are public
agencies authorized and empowered to contract for the joint exercise
of powers under Article 1, Chapter 5, Division 7, Title 1 (commencing
with Section 6500) of the Government Code of the State of California.
WHEREAS, the text of the proposed Joint Powers Agreement Creating
the San Diego Region Water Reclamation Agency has been submitted to
this Board for approval,
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE SAN MARCOS COUNTY
WATER DISTRICT DOES HEREBY FIND, DETERMINE, RESOLVE AND ORDER AS FOLLOWS:
Section 1: The San Marcos County Water District is a public agency
interested in the objectives of the proposed San Diego Region Water
Reclamation Agency and has the requisite legal authority and powers to
enter into the proposed Joint Powers Agreement.
Section 2: The President and the Secretary are authorized to execute
the "Joint Powers Agreement Creating the San Diego Region Water Reclama-
tion Agency", a copy of which is attached hereto as Exhibit "A" and in-
corporated herein.
