Whereas, The Board of Directors of Bueno Colorado
Municipal Water District ha heretofore expressed their
intention of paying taxes of Bueno Colorado Municipal
Water District to the San Diego County Wter Authority out
of Accumulated surplus funds; and
Whereas, said surplus funds were accumulated by vir-
tue of a surcharge upon water purchases by San marcos County
Water District and Vista Irrigation District; and
Whereas, the Said surcharge is passed on to cunsumers
and taxpayers of both San Marcos County Water District and
Vista Irrigation District by the levy of water rates and
taxes ; and
Whereas, San Marcos County Water District and Vista
Irrigation District are the only purchasers of Water from
Bueno Colorado Municipal Water District; and
Whereas, the area of Buena Colorado Municipal Water District
covers land and property not within the boundaries
of either San Marcos County Water District or Vista Irrigation
District and;
Whereas, approximately ten percent (10%) of the area
of Bueno Colorado Municipal Water District has heretofore
paid the back taxes required by the San Diego County Water
Authority
NOW, THEREFORE, BE IT RESOLVED , that the Board of
Directors of San Marcos County Water District do hereby
protest the payment by Bueno Colorado Municipal Water District
of the back annexation taxes to the San Diego County Water
Authority out of surplus funds accumulated by reason of the
Surcharge collected on water sales.
Pre-payment of back taxes will only extinguish part
of an interest free obligatin and will not relieve the
Bueno Colorado Municipal Water District taxpayers of any
tax levy. The payment by bueno Colorado municipal water
district of these back taxes will be unfair and discrimi-
natory against those persons who make up the payment by
paying the surcharge and those who have paid their taxes
upon annexation to Bueno Colorado Municipal Water District.
The Bueno Colorado Municipal water district board
of Directors is urged to keep intact the present surplus
funds and to make a budget study to determine the financial
need of the District with a view to a reduction of the
surcharge.
BE IT FURTHER RESOLVED, that the bueno colorado
municipal water district board of directors give serious
consideration to effecting a reduction in the surcharge in
the light of the increased costs of water and the added ex-
pense forthcoming in construction of additional facilities
for the importation of additional water.
