RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
OPPOSING THE LEGISLATIVE ANALYST OFFICE'S PROPOSAL -PUBLIC SAFETY
REALIGNMENT ACCOUNT (PSRA}
WHEREAS, this District is a member District of the Association of California Water
Agencies (ACWA); and
WHEREAS, The Legislative Analyst Office (LAO) has released a proposal called the
Public Safety Realignment Account (PSRA); and
WHEREAS, for water and wastewater districts, the PSRA shift will mean a $188 million
total annually and without sunset; and
WHEREAS, PSRA will not be subject to Prop 1A provisions meaning that the state
bureaucracy and legislators have found a way around Prop 1A requirements, and
WHEREAS, this District stands with the Association of California Water Agencies in
apposing this LAO-proposed shift of $188 million in property taxed from water and wastewater
special districts into the PSRA fund annually and without end.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the Vallecitos
Water District strongly opposes The Legislative Analyst Office's proposal called the Public
Safety Realignment Account (PSRA) ;and
BE IT FURTHER RESOLVED, that we urge the opposition of this proposal when it is
heard and voted upon this spring; and
BE IT FURTHER RESOLVED, that the District Secretary is hereby directed to transmit a
certified copy of this Resolution to the ACWA at 910 K Street, Suite 100, California 95814.
PASSED AND ADOPTED by the Board of Directors of the Vallecitos Water District at a
regular meeting held on this 5t" day of March, 2008, by the following roll call vote:
