RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT REQUESTING
SAN DIEGO COUNTY WATER AUTHORITY APPROVE THE
LOCAL WATER SUPPLY DEVELOPMENT PROGRAM FUNDING
FOR THE CARLSBAD SEAWATER DESALINATION PROJECT
WHEREAS, Vallecitos Water District has joined with the cities of Carlsbad and
Oceanside, the Olivenhain, Rainbow, and Rincon del Diablo Municipal Water Districts,
Santa Fe Irrigation District, and Sweetwater Authority to assist the Poseidon Resources
Corporation in the construction of the 50 mgd Carlsbad Seawater Desalination Plant;
and
WHEREAS, when completed, this facility will deliver 56,000 acre feet of water
annually directly to the nine contracting agencies, a supply representing approximately
8% to 10% of the greater San Diego Region's water supply needs; and
WHEREAS, public -private partnership will also provide the multiple benefits of:
(1) greater water regional supply reliability; (2) reduced demand for imported water
supplies; (3) meeting Regional Water Supply Master Plan and Urban Water
Management Plan goals; (4) deferred regional public water infrastructure cost; (5)
technology transfer for future public use; and (6) limited public financial commitment for
a long-term regional supply; and
WHEREAS, the Carlsbad Seawater Desalination Project is consistent with
adopted Board policies and principles and, more critically, meets the purpose, intent
and terms of the San Diego County Water Authority Local Water Supply Development
Program and, as such, qualifies for funding under this program; and
WHEREAS, receipt of the Local Water Supply Development Program funds,
along with the Metropolitan Water District Seawater Desalination Program are critical to
the ultimate successful conclusion of this project and the San Diego Region receiving
the numerous and important associated water supply reliability benefits.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the
Vallecitos Water District do hereby request that the San Diego County Water Authority
approve the Local Water Supply Development Program Funding for the Carlsbad
Seawater Desalination Project, securing the project's future and long-term water supply
I value and benefits for the San Diego Region.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the
Vallecitos Water District at a regular meeting held on the 3rd day of February, 2010, by
the following vote:
