RESOLUTION OF THE BOARD OF DIRECTORS OF THE VALLECITOS WATER DISTRICT
APPROVING THE FISCAL YEAR ENDING IN 2011
OPERATING AND CAPITAL IMPROVEMENT BUDGETS
OF THE ENCINA WASTEWATER AUTHORITY
IN ACCORDANCE WITH THE JOINT POWERS BASIC AGREEMENT
WHEREAS, the Vallecitos Water District is a party to the Encina Joint Powers Basic
agreement entered into on July 13, 1961, for the acquisition, construction, ownership, operation,
and maintenance of the Encina Joint Sewer System; and
WHEREAS, the Encina Basic Agreement requires approval of the budget of the Encina
Wastewater Authority (EWA) by the member agencies following the recommendation of the
Joint Advisory Committee (JAC); and
WHEREAS, the JAC thereafter approved the Fiscal Year 2011 budget of the EWA on
May 26, 2010; and
WHEREAS, the Board of Directors of the Vallecitos Water District desires to approve said
budget and provide for payment of its share of such expenses in accordance with the allocation
provided in the Basic Agreement as modified;
NOW, THEREFORE BE IT RESOLVED by the Board of Directors of the Vallecitos Water
District as follows:
SECTION 1: The fiscal year ending in 2011 capital budget of the EWA, as approved by
the JAC on May 26, 2010, in the amount of $6,698,167 is hereby approved.
SECTION 2: The fiscal year ending in 2011 operating revenue and expense budget of
the EWA, as approved by the JAC on May 26, 2010, in the amount of $13,487,610 is hereby
approved.
SECTION 3: The Vallecitos Water District General Manager is hereby authorized to
make payments on behalf of this agency to EWA in accordance with the budget, as approved by
the JAC, and in accordance with the Encina Basic Agreement.
SECTION 4: A certified copy of this resolution shall be forwarded to EWA immediately
upon its approval.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the Vallecitos Water
District at a regular meeting held on the 2"d day of June, 2010 by the following roll call vote:
