(C) No substantial changes are proposed in the program or the Project and no substantial changes have occurred with respect to the circumstances under which the program and Project are undertaken that will require major revisions of the PEIR due to the involvement of new significant environmental effects or substantial increase in the severity of previously identified significant effects.. (D) There is no new information of substantial importance, which was not known or could not have been known with the exercise of reasonable diligence at the time the PEIR was certified, showing the Project will have one or more significant effects not examined in the PEIR, a substantial increase in the severity of previously identified significant effects, or the need for new or considerably different mitigation measures from those feasible mitigation measures developed in the PEIR.
