RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
COMMENDING GORDON W. TINKER
FOR HIS MERITORIOUS SERVICE
WHEREAS, GORDON W. TINKER has served the Fallbrook Public Utility District as its General
Manager with distinction since 1980; has represented the Fallbrook Public Utility District on the Board
of Directors of the San Diego County Water Authority and as one of the six San Diego delegates on the
Board of Directors of the Metropolitan Water District of Southern California; has overseen the expansion
of Red Mountain Reservoir, the District's largest water storage facility, the merger with DeLuz Heights
Municipal Water District and the merger with the Fallbrook Sanitary District; and
WHEREAS, GORDON W. TINKER served on the LAFCO Special Districts Advisory
Commission (1981-1989), three years as Chairman; served as ACWA Region X representative (1993 to
present); served as Director of ACWA (1989-1993), and served as Chairman of the Presidents and
Managers Council (1990-91); and
WHEREAS, the honorable and distinguished services of GORDON W. TINKER have served to
establish and uphold the finest traditions of citizenship through participation in local government,
professional affiliations and community activities; and
WHEREAS, the Board of Directors desires that public recognition of the services of GORDON
W. TINKER on behalf of the District be given;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos Water
District as follows:
Section 1: The Board of Directors of the Vallecitos Water District, on behalf of themselves, the
management and the personnel of the District, and on behalf of the citizens of the District, does hereby
express its appreciation for the very valuable work performed by GORDON W. TINKER during his years
of service with Fallbrook Public Utility District.
Section 2: The contributions, diligent efforts, and selfless service of GORDON W. TINKER and
his devoted citizenship are hereby commended as a permanent part of the records of the Vallecitos Water
District.
PASSED AND ADOPTED by the Board of Directors of the Vallecitos Water District at a regular
meeting held on this 7th day of July, 1999, by the following roll call vote:
