RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
SUPPORTING THE DEVELOPMENT OF A
WATER MANAGEMENT CERTIFICATE PROGRAM AT
CALIFORNIA STATE UNIVERSITY SAN MARCOS
WHEREAS, the water and wastewater industry requires the management and
operation of both small and large complex systems, and effective management of these
systems requires relevant knowledge of the sciences, accounting, and principles of
environmental regulation, engineering, law and business;
WHEREAS, attrition by retirement is negatively impacting the industry by the loss of
institutional knowledge and many long-term employees who have gained expertise through
hands-on training and experience;
WHEREAS, it is recognized that there will be a shortage of mid -management and
management personnel who possess the necessary industry experience and qualifications;
WHEREAS, it is recognized that there is a shortage of new personnel entering the
water and wastewater field and agencies must provide and support employee education
and training opportunities as well as reach out to other industries and programs to aid
recruitment of qualified personnel;
WHEREAS, District support for the development of a Water Management Certificate
at California State University San Marcos would provide a public benefit and ensure
qualified personnel are available in the foreseeable future; and,
WHEREAS, Vallecitos understands that initial funding support for the program at
California State University San Marcos may be required and Vallecitos pledges to provide
reasonable financial support to the program;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the Vallecitos
Water District will and does support the development of a Water Management Certificate
Program at California State University San Marcos.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the Vallecitos
Water District at a regular Board meeting held on this 5th day of December, 2012 by the
following roll call vote:
