RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT REQUESTING THAT THE
BOARD OF SUPERVISORS OF SAN DIEGO COUNTY CONDUCT
AN ELECTION ON MARCH 7, 2000
WHEREAS, the Vallecitos Water District ("District") Board of Directors has
determined that it is in the best interests of the communities served by the District
that the question of whether Directors should be elected by division should be
submitted to the voters of the District; and
WHEREAS, election "by division" shall mean election of the Directors by
voters of the division alone; and
WHEREAS, California Water Code Section 30730 provides authority for the
District to submit the question to the voters of the District; and
WHEREAS, the District Board of Directors desires to place a measure on the
ballot relating to the question of election of Directors by division for the state-wide
election to be held on March 7, 2000; and
WHEREAS, Section 439.1 of the Administrative Code of the County of San
Diego authorizes that the Registrar of Voters can render specified services relating
to the conduct of an election to any district which has by resolution requested the
Board of Supervisors to permit the Registrar to render the services subject to the
requirements set forth in that section.
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE VALLECITOS
WATER DISTRICT HEREBY FINDS, DETERMINES, RESOLVES, AND ORDERS
AS FOLLOWS:
Section 1. Pursuant to the above -cited provisions, the Board of Supervisors
of the County of San Diego is hereby requested to permit the Registrar of Voters to
perform and render all services and proceedings as required by law in connection
with the measure relating to election of Vallecitos Water District Directors by division
for the state-wide election to be held on March 7, 2000. With the cooperation and
assistance of the Registrar of Voters; such services to include the following as
appropriate to the subject election:
1.1 Furnish a tabulation of the number of registered voters in each
precinct.

1.2 Examine the ballot measure.
1.3 Establish voting precincts, secure locations for polling places,
secure the services of election officers for each precinct as
required by law, and furnish a list of precincts, polling places,
and election officers for filing in the office of the Registrar of
Voters.
1.4 Prepare and furnish to the election officers necessary election
supplies for the conduct of the election.
1.5 Cause to be translated, as appropriate, and printed the requisite
number of official ballots, rosters, tally sheets, and other
necessary forms.
1.6 Furnish and address to mail sample ballots to the registered
voters of the VALLECITOS WATER DISTRICT.
1.7 Cause the sample ballots to be mailed as required by law.
1.8 Assemble the election material and supplies into ballot
containers and make necessary arrangements for their delivery
to the various precincts.
1.9 Distribute absent voter ballots as required by law.
1.10 Receive the returns of the elections and supplies.
1.11 Sort and assemble the election material and supplies in
preparation for the canvassing of the returns of the election.
1.12 Canvass the returns of the election, including the absent voters
ballots.
1.13 Furnish a tabulation of the number of votes given in each
precinct.
1.14 Make all arrangements and take the necessary steps to pay all
costs of the election incurred as the result of services performed
for the VALLECITOS WATER DISTRICT and pay for the

election officials the amounts prescribed by the Board of
Supervisors of the County of San Diego.
BE IT FURTHER RESOLVED that the exact form of the measure to be voted
upon to appear on the ballot and to be submitted to the voters is as follows:

District be elected by divisions?
Section 2. The Board of Supervisors of the County of San Diego is hereby
requested to authorize and direct the Auditor and Controller of the County of San
Diego to assist the Registrar of Voters of the County of San Diego in the conduct of
the election by drawing of warrants as appropriate and other costs of the election
incurred as a result of the services performed for the Vallecitos Water District in the
conduct of the election.
Section 3. The Vallecitos Water District hereby agrees to reimburse the
County of San Diego in full for services performed by the Registrar of Voters of the
County of San Diego in connection with the election services and agrees to
indemnify and hold harmless the County of San Diego and Registrar of Voters for
the services performed.
Section 4. The Secretary/Assistant Secretary of the Vallecitos Water
District is hereby directed to deliver forthwith one (1) certified copy of this resolution
to the Registrar of Voters of the County of San Diego, and one (1) certified copy to
the Clerk of the Board of Supervisors of the County of San Diego.

Vallecitos Water District this 1st day of December, 1999, by the following vote:
