RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
CERTIFYING AS COMPLETE AND ADEQUATE
THE NEGATIVE DECLARATION FOR THE
TWIN OAKS 36-INCH AND 42-INCH
WATER TRANSMISSION MAIN
WHEREAS, the Vallecitos Water District ("District") conducted an Initial Study analyzing
the potential environmental impacts of the Twin Oaks 36-inch and 42-inch Water Transmission
Main ("Project") and determined that the proposed project will not have a significant effect on the
environment.
WHEREAS, a Draft Negative Declaration was prepared for the Project pursuant to the
provisions of the California Environmental Quality Act ("CEQA"); and
WHEREAS, the Draft Negative Declaration was distributed to those public agencies having
jurisdiction by law with respect to the Project and to other interested persons and agencies for review
and comment for a period of twenty-one (21) days; and
WHEREAS, notice of the proposed Negative Declaration was published in one local paper
and posted at the District; and
WHEREAS, no written comments were received from responsible public agencies or
members of the public; and
WHEREAS, the District has determined that the Negative Declaration adequately addresses
the impacts of the Project and that there will not be any significant impacts; and
WHEREAS, the District has reviewed all the environmental documentation comprising the
Negative Declaration and has determined that the Negative Declaration considers all environmental
impacts of the proposed Project and is complete and adequate and fully complies with all
requirements of CEQA and the CEQA Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos
Water District as follows:
Section 1: The Board of Directors of the Vallecitos Water District does hereby certify the
Negative Declaration as complete and adequate in that it addresses all the environmental effects of
the proposed project and fully complies with the requirements of CEQA and the CEQA Guidelines.
Section 4: The Board of Directors directs that the General Manager file a notice of
determination with the San Diego County Clerk and a certification of fee exception with the

California Department of Fish and Game.
PASSED, APPROVED, AND ADOPTED by the Board of Directors of the Vallecitos Water
District this 18th day of March, 1998, by the following roll call vote:
