RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT
EXPRESSING APPRECIATION FOR THE SERVICES OF
DAWN R. McDOUGLE
WHEREAS, the Board of Directors of the Vallecitos Water District regrets the resignation
of DAWN R. McDOUGLE; and
WHEREAS, DAWN R. McDOUGLE has served the Vallecitos Water District since August
15, 1988, performing her duties as Industrial Waste Technician, Industrial Waste Inspector II,
Laboratory Technician II, Senior Laboratory Technician, and Laboratory Coordinator in a competent
and efficient manner and has demonstrated her ability to work with customers and other employees
of the District; and
WHEREAS, DAWN R. McDOUGLE's rise in seniority and achievements are significant
within the Vallecitos Water District and the industry; and
WHEREAS, the certifications of DAWN R. McDOUGLE include CWEA Grade IV
Laboratory Technologist, CWEA Grade I Industrial Waste Inspector, AWWA Grade IV Water
Quality Analyst, and SWRCB Grade III Wastewater Treatment Operator; and
WHEREAS, the recognitions of DAWN R. McDOUGLE include nomination for the
coveted CWPCA Industrial and Hazardous Waste Person of the Year award for 1992 and receipt of
the CWEA 1993 Laboratory Person of the Year, as well as renomination for that award in 1997; and
WHEREAS, DAWN R. McDOUGLE continues to be active in CWEA, instructing
laboratory classes and proctoring technical examinations; and
WHEREAS, DAWN R. McDOUGLE was individually responsible for taking the
Meadowlark Reclamation Facility laboratory through the state certification process for wastewater
sampling and potable water analysis; and
WHEREAS, the functions of DAWN R. McDOUGLE within the Meadowlark Treatment
Plant include responsibility for a wide variety of ministerial technical requirements, as well as the
coordination, supervision, and analysis of technical and employee related issues; and
WHEREAS, DAWN R. McDOUGLE has demonstrated excellent skills for working with
the public related to technical issues, including sensitivity to public relations needs for adults and
youth alike; and
WHEREAS, DAWN R. McDOUGLE embraces the human qualities of commitment,
loyalty, and intelligence and the rational analytical skills that are so necessary to the success of a
wastewater operation such as the Meadowlark Reclamation Facility; and

WHEREAS, the direction and assistance of DAWN R. McDOUGLE is responsible in large
part for the continued success of the Meadowlark Reclamation Facility;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos Water
District as follows:
SECTION 1. The Board of Directors of the Vallecitos Water District, on behalf of
themselves, the management, and personnel of the District and on behalf of the citizens of the
District, does hereby express its appreciation for the very valuable work performed by DAWN R.
McDOUGLE.
SECTION 2. The contribution, diligent efforts, and selfless service of DAWN R.
McDOUGLE on behalf of this District and her devoted loyalty are hereby commended as part of
the permanent records of the Vallecitos Water District.
SECTION 3. The Board of Directors, staff, and employees of the District, collectively and
individually, wish DAWN R. McDOUGLE the best fortune in her future.
PASSED AND ADOPTED at a regular meeting of the Board of Directors of the
VALLECITOS WATER DISTRICT held on August 5, 1998, by the following roll call vote:
