RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
CERTIFYING AS COMPLETE AND ADEQUATE
THE MITIGATED NEGATIVE DECLARATION FOR THE
TWIN OAKS RESERVOIR AND RELATED PIPELINES
WHEREAS, the Vallecitos Water District ("District") adopted an Environmental Impact
Report in June 1991 that included the environmental analysis of construction of a 52 million gallon
storage reservoir located on land west of Twin Oaks Valley Road, at the base of the San Marcos
Mountains; and
WHEREAS, several changes have been made to the design or the original project which
includes a change from one 52 million gallon rectangular reservoir to two 33 million gallon circular
reservoirs; and
WHEREAS, the District conducted an Initial Study analyzing the potential new environmental
impacts of the proposed design changes and determined that although the proposed project may have
significant environmental impacts, there will be no significant impacts in this case because of the
prescribed mitigation measures which have been incorporated into the Project; and
WHEREAS, a Draft Mitigated Negative Declaration was prepared for the Project pursuant
to the provisions of the California Environmental Quality Act ("CEQA"); and
WHEREAS, the Draft Mitigated Negative Declaration was distributed to those public
agencies having jurisdiction by law with respect to the Project and to other interested persons and
agencies for review and comment for a period of fifty (50) days; and
WHEREAS, notice of the proposed Mitigated Negative Declaration was posted in accordance
with section 21091 of the California Public Resources Code; and
WHEREAS, written comments were received from a responsible public agency; and
WHEREAS, the Mitigated Negative Declaration, including responses to all comments, has
been prepared; and
WHEREAS, the District has determined that the Mitigated Negative Declaration adequately
addresses the impacts of the Project and that there will not be a significant effect because of the
mitigation measures incorporated into the proposed Project; and
WHEREAS, the District has reviewed all of the environmental documentation comprising the
Mitigated Negative Declaration as complete and adequate in that it addresses all the environmental

effects of the proposed changes to the Project and fully complies with the requirements of CEQA and
the CEQA guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos
Water District as follows:
Section 1: The Board of Directors of the Vallecitos Water District does hereby certify
the Mitigated Negative Declaration as complete and adequate in that it addresses all the
environmental effects of the proposed changes to the Project and fully complies with the requirements
of CEQA and the CEQA Guidelines.
Section 2: The Board of Directors hereby finds that the mitigation measures described
in the Mitigated Negative Declaration should mitigate significant adverse effects of the proposed
changes to the Project to a level of insignificance.
Section 3: The Board of Directors directs that the General Manager file a notice of
determination with the San Diego County Clerk and a certification of fee exemption with the
California Department of Fish and Game.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the Vallecitos
Water District at a regular meeting held on this 2nd day of April, 1997 by the following roll call
vote:
