C. The charges for water consumed shall be as prescribed by

dwelling units and not on the size of the actual meter installed
to serve the condominium structure. Charges for water service
shall commence when the condominium unit is initially occupied.
D. Persons making application for wter service to a condom-
inium shall provide the San Marcos County Water District with
certifications of identify identifying the management organization
all as provided for in section 1353 of the Civil Code of the State
of California.
