PASSED AND ADOPTED this 20th day of December 1965 by the following roll call vote: AYES: Directors: Blanchard, Mahr, Paul, Trussell and Vanderbeck NOES: Directors: None - ~ President ATTEST: ~ LEEDSHILL ASSOCIATES December 20, 1985 San Marcos County Water District 752 West Encinitas Road San Marcos, California Dear Mr. Housen: Attached is our proposal to perform engineering service required to con- duct a long-range sewage disposal study for the San Marcos County Water District. This proposal is based upon our Alternate "B" proposal as con- tained in our letter of December 6, 1965 and in conformance with our ver- bal discussions with you. These discussions have resulted in modifications to the study scope as originally proposed and to a better understanding on our part of the desires and needs of the District. As a result of the modificatlons, we are able to reduce the cost of the study as originally proposed. Although those modifl- cations will reduce the work required of us, we do not feel it will substan- tially alter the basic concept of our original Alternante "B" proposal. We still intend that the study and report shall provide you wlth a comprehensive analysis of your long-range sewage disposal problem. Should your Board find the proposal to be satisfactory as is, they may accept it by signing where indicated, in which case it may serve as an instrument of agreement, and we wilI proceed immedlately to begln work. If on the other hand, your Board desires to make furhter changes or revisions, we are per- fectly agreeabel to discuss such changes, as they may desire, with you. Very truly yours ~ C L Larrick ?? Said program shall be the result of an engineering study and be in- cluded in a printed report. The report shall cover the basic elements of waste- water reclamation as a disposal method and include an economic feasibility comparison between waste-water reclamation and marine disposal. The scope of the study and report is more particularly described as follows; 1. Prepare estimates of present and anticipated future quality and quantity of DistrictIs sewage effluent. These predictions are to be based upon data presently available in existing reports concerned with present and future development of the study area. 2. Give general description of existing sewage disposal facilities referring to existing reports and plans where necessary to provide more detailed descriptions. 3. Detcrmine~or make estimates of~the requirements of regulatory agencies for various methods of reclamation and marine disposal. 4. Review presently developed plans for marine disposal. Make independ- ent analysis of most feasible marine disposal scheme, including cost estimates and recommendations for methods of accomplishment such as time schedules for construction and investment, and contractual arrange- ments with other sewering agencies, if indicated. 5. Review and analysis of the potential of various applicable methods of waste-water reclamation for the District, including but not limited to, irrigation, recreation lakes, ground-water recharge, industrial uses, and other processes that might have future potential use. 6. Determine the most feasible method of waste-water reclamation appli- cable to the District. 7. Make an economic evaluation and comparison of the most feasible waste-water reclamation disposal method versus the most feasible marine disposal scheme. This evaluation shall include the possi- bility of combinations of methods and scheduling of development. 8.
