NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the San Marcos County Water District as follows: Section 1: That the City Council of the City of San Marcos in approving and formulating a planned land use program within the City of San Marcos, take into consideration the facilities, both water and sewer, heretofore the constructed by the San Marcos County Water District and the fact that the facilities so constructed were constructed with long term general obligation bonds which are paid for and serviced from taxes levied by the San Marcos County Water District upon lands both within the City and without the City and within the District, and that any comprehensive zoning plan take inot consideration and be cogzizant of the fact that when facilities are installed by the San Marcos County Water District that said facilities are designed and installed to a capacity to anticipate future growth and need; that so far as possible, to be consistant with proper planning and land use techniques, consideration be given by the City of San Marcos to the financial commitments that have been made by the San Marcos County Water District in providing water and sewage facilities for the San Marcos Valley area. Section 2: The ability of the San Marcos County Water District to meet its future financial commitments is dependent upon future growth of the San Marcos area. Failure of the San Marcos area to grow in an orderly and progressive manner may result in a decrease in revenues of the San Marcos County Water District, affecting this District's ability to meet its financial obligations. Land use requirements that will aid progressive and orderly develop- ment within the San Marcos Valley areas will result in greater assessed valuations and greater revenue from the services so pro- vided that will enable the San Marcos County Water District ot meet its financial obligations without the necessity of imposing taxes that may be detrimental to areas of the San Marcos Valley. Section 3: The San Marcos County Water District does hereby pledge its cooperation and assistance in all matters affecting the City of San Marcos and the District to the end that by cooperation between the two agencies greater utilization of the facilites owned, operated and maintained by the two agencies may occur to the benefit of the residents and taxpayers of both agencies. Section 4: The Secretary of the San Marcos County Water District is hereby authorized and instructed to forward a copy of this resolution to the City Clerk of the City of San Marcos for distribution to the City Council of the City of San Marcos and for distribution to the City Planning Commission.
