RESOLUTION NO. 2 7 S
RESOLUTION OF THE BOARD OF DIRECTORS
OF SAN MARCOS COUNTY WATER DISTRICT
MAKING DETzMMINATIONS RELATING TO A
CERTAIN DISTRICT IMPROVEMENT.
WHEREAS, on April 17 , 19 67 , this BOard of
Directors adopted its resolution determining that this
Board deems it necessary for the San Marcos County Water District
to incur a bonded indebtedness in the sum of $1,200,000
for the purpose of the acquisition and construction of facilities
for the collection, treatment and disposal of sewage within a portion
of the district, including the acquisition of capacity rights in the
sewage treatment plant and ocean outfall owned Jointly by the City
of Carlsbad and the Vista Sanitation District, and including the ac-
quisition of capacity rights in a trunk sewer owned by the Buena Sani-
tation District, and including the construction of trunk and inter-
ceptor and collector sewers and pumping stations, and including the
acquisition of the necessary land, easements, rights-of-way, works,
machinery and other property, and including all engineering, inspec-
tion, legal and financial consultant fees, cost of the bond election
and of the issuance of said bonds, and including other costs and ex-
penses incidental to or connected with such acquisition and con-
structlon and
WHEREAS, in said resolution this Board fixed
Monday , May 15 , 1967 , at 3:00 o,clock P.M.
of said day, at the meeting place of this Board, 752 W. Encinitas
Road, San Marcos, California,
as the time and place for the hearing by said Board on the
questions: Will the whole or only a portion of

be beneflted by the accomplishment of said purpose, and,
if only a portion thereof will be benefited, what portion
thereof will be so banefired; and
WHEREAS, notice of hearing, accompanied by copies
of said resolution, was duly given as provided by law and
said hearing was duly held at the time and place so fixed;
and
WHEREAS, at said time and place said hearing was
had before this BOard and all persons interested, including
persons owning property within the district, were given the
opportunity to appear and present any matters material to
the questions set forth in said resolutlon, and a full and
fair hearing has been had
NOW, THEREFORE, the Board of Directors of the
SAN MARCOS COUNTY WATER DISTRICT
does hereby RESOLVE, DETERMINE AND ORDER as follows~
Section 1. That as a result of said heaping and
upon the said evidence presented, this BOard does hereby de-
termine that the whole of said district will not be benefited
by the accomplishment of said purpose, and that only a portion
of said district will be benefited by the accomplishment of
said purpose, which portion so benefited is determined to be
the portion of said district lylng within an exterior boundary
line described as follows:
All those portions of Fractional Section 35, Township 11 south, Range 3
West, and sections 2, 3, 10, 11, 16, 17, 19, 20, 29, and 30, Township 12 South
Range 3 West, San Bernardo Base and Meridian in the County of San Diego, State
of California, according to United States Government Survey thereof, together with
those portions of Rancho Los Vallecitos de San Marcos as shown on Map therof
No. 805 on file in the Office of the County Recorder of said County described as
follows:
Beginning at the Southeast corner of Section 16, Township 12 South,
Range 3 West, S. B. B. & M.
1. Thence Northerly along said East line to the boundary of the Rancho
Los Vallecitos de San Marcos between Post V.S.M. No. 16 and Post V. S. M. No. 17
as shown on Plat of the Rancho Los Vallecitos de San Marcos in Book 2, page 429,
of Patents, in the Office of the County Recorder of San Diego County;
2. Thence Easterly and Northeasterly along said boundary of said Rancho,
to Post V.S.M. No.18;

range line between Ranges 2 and 3 West, Township 12 South, SBB&M, said point
being also a point in the boundary of the San Marcos County Water Districts;

5. Thence Northeasterly along said Southwesterly prolongation, along
the centerline of said road and along the Northeasterly prolongation thereof, to the
Southeasterly prolongation of the Southwesterly line of Lot 12 of said Block 21 as
shown on said Map No. 806;
6. Thence Northwesterly along said Southeasterly prolongation, along
said Southwesterly line and along the Southwesterly line of Lot 11 of said Block 21
to the Northwesterly line of said Lot 11;
7. Thence Northeasterly along said Northwesterly line of Lot 11, to a
point on the centerline of that certain easement granted to the County of San Diego
by H P Bloom by deed dated March 27, 1912, and recorded in Book 505, page 62
of Deeds in the Office of the County Recorder of said County, said point being a
point on a curve, central angle 31 12', whose center bears South 34 34' West
1221.3 feet from said point; Thence along said centerline of said easement the
