RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT
EXPRESSING RECOGNITION OF AND APPRECIATION FOR
ASSISTANCE BY THE LEUCADIA COUNTY WATER DISTRICT,
THE CITY OF VISTA/BUENA SANITATION DISTRICT,
THE CARLSBAD MUNICIPAL WATER DISTRICT,
THE CITY OF CARLSBAD, AND THE ENCINA WASTEWATER AUTHORITY
DURING ITS LAND OUTFALL SEWER SPILL
WHEREAS, the Vallecitos Water District experienced a failure of its sewer land outfall on September 22,
1995, and
WHEREAS, said failure resulted in spillage of approximately 3.667 million gallons of sewage, and
WHEREAS, the Leucadia County Water District allowed pumping from the San Marcos Creek tributary
into the Leucadia County Water District sewer system, which defused significant concern of contamination to the lagoon,
and
WHEREAS, the City of Vista/Buena Sanitation District provided and allowed the use of an additional six-
inch sewer pump, and
WHEREAS, the Carlsbad Municipal Water District loaned to Vallecitos Water District a 20-foot stick of
20-inch CMLC pipeline, and
WHEREAS, the City of Carlsbad provided personnel support for field control and notification of
contaminated areas, and
WHEREAS, the Encina Wastewater Authority provided assistance, direction, and laboratory analysis
support.
NOW, THEREFORE, BE IT RESOLVED that the Vallecitos Water District does hereby recognize and
commend the Leucadia County Water District, the City of Vista/Buena Sanitation District, the Carlsbad Municipal Water
District, the City of Carlsbad, and the Encina Wastewater Authority for their assistance during Vallecitos' efforts to repair
the 20" CMLC sewer land outfall failure of September 22, 1995. The combined efforts of all agencies averted the
occurrence of a major environmental incident.
