RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
APPROVING A REVISED WATER SUPPLY
ASSESSMENT REPORT FOR THE NEWLAND SIERRA PROJECT
WHEREAS, in accordance with the applicable provisions of the California
Government Code and Water Code, on October 5, 2016, the Board of Directors
considered and approved a revised Water Supply Assessment and Water Supply
Verification (WSA&V) Report for the Newland Sierra Specific Plan for San Diego
County; and
WHEREAS, on October 26, 2016, Golden Door Properties, LLC filed a Verified
Petition and Complaint For a Writ of Mandate and Injunctive Relief in San Diego County
Superior Court against Vallecitos Water District ("District"), County of San Diego, and
Newland Sierra LLC (the developer of the Newland Sierra Specific Plan); and
WHEREAS, Newland Sierra has requested and the County of San Diego
supports the District taking formal action to rescind the action taken on October 5, 2016,
to approve the WSA/WSV and to adopt a Water Supply Assessment ("WSA") at this
time and to consider adoption of a Water Supply Verification ("WSV") at a later stage of
the Project in accordance with California law; and
WHEREAS, the Board of Directors of the District has reviewed the WSA Report
prepared by HDR Engineering, Inc. for the District, has listened to the report from staff,
and has received both written documentation and heard verbal testimony; and
WHEREAS, pursuant to Water Code Section 10631, the Board of Directors of
the District deems it in the best interest of the District to approve the WSA Report
prepared by HDR on behalf of the District for the Newland Sierra Specific Plan for San
Diego County.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Vallecitos Water District as follows:
SECTION 1: The Board of Directors of the Vallecitos Water District hereby
formally approves the revised WSA Report prepared by HDR Engineering, Inc. for the
District relating to the Newland Sierra Specific Plan for San Diego County.
SECTION 2: Staff is directed to provide a copy of this resolution and a copy of
the WSA Report to the County of San Diego and to take any other action necessary to
implement the intent and purpose of this resolution.
