RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT
RESCINDING THE REVISED WSA&V
FOR THE NEWLAND SIERRA PROJECT
WHEREAS, in accordance with the applicable provisions of the California
Government Code and Water Code, on October 5, 2016, the Board of Directors of the
Vallecitos Water District considered and approved a revised Water Supply Assessment
and Verification (WSA&V) Report for the Newland Sierra Specific Plan for San Diego
County; and
WHEREAS, on October 26, 2016, Golden Door Properties, LLC filed a Verified
Petition and Complaint For a Writ of Mandate and Injunctive Relief in San Diego County
Superior Court against Vallecitos Water District ("District"), County of San Diego, and
Newland Sierra LLC (the developer of the Newland Sierra Specific Plan); and
WHEREAS, Newland Sierra has requested and the County of San Diego
supports the District taking formal action to rescind the action taken on October 5, 2016,
to approve the WSA&V and to adopt a Water Supply Assessment ("WSA") at this time
and consider adoption of a Water Supply Verification ("WSV") at a later stage of the
Project in accordance with California law; and
WHEREAS, the Board of Directors of the District deems it would serve the best
interests of the District and the public served to avoid costly litigation by rescinding the
action approving the WSA&V at the meeting on October 5, 2016.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Vallecitos Water District as follows:
SECTION 1: The Board of Directors of the Vallecitos Water District, hereby
formally rescinds the action taken on October 5, 2016 to approve the revised WSA&V
Report for the Newland Sierra Specific Plan for San Diego County.
SECTION 2: Staff is directed to take the necessary action to implement the
recession of the approval of the WSA&V Report for the Newland Sierra Specific Plan for
San Diego County.

Vallecitos Water District at a regular meeting held on the 16th day of November, 2016,
by the following roll call vote:
