RESOLUTION OF THE BOARD OF DIRECTORS OF
THE VALLECITOS WATER DISTRICT
CERTIFYING AS COMPLETE AND ADEQUATE
SUPPLEMENT ENVIRONMENTAL IMPACT REPORT SCH # 92051031
WHEREAS, the Vallecitos Water District ("District") determined that the
relocation of the Vallecitos Water District headquarters complex and construction
of a Central San Marcos Water Reclamation Facility ("CSMWRF") may have a
significant affect on the environment and require the preparation of a
Supplemental Environmental Impact Report SCH # 92051031; and
WHEREAS, the Supplemental Environmental Impact Report SCH # 92051031
provides a full disclosure of the anticipated environmental impacts of the
proposed relocation of the Vallecitos Water District headquarters complex and
construction of a Central San Marcos Water Reclamation Facility in the City of
San Marcos; and
WHEREAS, a draft Supplemental Environmental Impact Report ("SEIR") was
prepared for said project pursuant to the provisions of the California
Environmental Quality Act as amended; and
WHEREAS, the SEIR was distributed to those public agencies having
jurisdiction by law with respect to the project and to other interested persons
and agencies for review and comment for a period exceeding 45 days; and
WHEREAS, a public meeting was conducted during the review period to provide
an additional forum for public input; and
WHEREAS, written comments were received from the responsible agencies and
the public; and
WHEREAS, the Final Supplemental Environmental Impact Report ("FSEIR")
including a comprehensive set of responses to all comments has been prepared; and
WHEREAS, the District has reviewed and considered the FSEIR prior to acting
on the proposed project and has certified that the FSEIR has been completed in
compliance with the California Environmental Quality Act ("CEQA") Guidelines; and
WHEREAS, the District has determined that the FSEIR adequately addresses
the impacts of the project being considered and that mitigation measures will be
incorporated into the proposed project which substantially lessen the significant
environmental effects of the project as identified in the FSEIR; and
WHEREAS, evidence was heard from all persons interested in affecting said
FSEIR and for all persons protesting; and

WHEREAS, the District has reviewed all the environmental documentation
comprising Environmental Impact Report SCH # 90010707 and Supplemental
Environmental Impact Report # 92051031 and has found that the Supplemental
Environmental Impact Report SCH # 92051031 considers all environmental impacts
of the proposed project and is complete and adequate and fully complies with all
requirements of CEQA and the CEQA Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos
Water District as follows:
Section 1. The Board of Directors of the Vallecitos Water District does
hereby certify Final Supplemental Environmental Impact Report SCH # 92051031 as
complete and adequate in that it addresses all environmental effects of the
proposed project and fully complies with the requirements of the California
Environmental Quality Act and the CEQA Guidelines. Said Final Supplemental
Environmental Impact Report SCH # 92051031 is composed of the following
components:

Section 2. The Board of Directors of the Vallecitos Water District hereby
adopts the findings attached hereto as Exhibit "A" and incorporated herein by
reference. Such findings are based upon substantial evidence in the record
including the Final Supplemental Environmental Impact Report SCH # 92051031.
Section 3. The Board of Directors finds that mitigation measures and
subsequent site specific CEQA review should mitigate significant adverse effects
of the proposed project at Site A to a level of insignificance.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the Vallecitos
Water District this 29th day of July, 1993, by the following roll call vote:
