RESOLUTION NO. 927
RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT
ESTABLISHING APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1992-93
WHEREAS, effective July 1, 1980, Article XIII B of the California
Constitution took effect limiting the appropriations of certain state and local
agencies; and
WHEREAS, the Legislature has adopted Government Code Sections 7900-13 setting
forth procedures to be followed by affected local agencies in fixing and determining
their appropriations limit; and
WHEREAS, pursuant to said Government Code sections, the Department of Finance
and San Diego County have supplied the District with information regarding changes in
population, cost of living, and per capita income and assessment roll data for use in
determining its appropriations limit; and
WHEREAS, the District had a tax rate in excess of 12.5 cents per $100 of
assessed valuation during the 1977-78 fiscal year, and, therefore, is subject to the
provisions of Article XIII B and implementing legislation; and
WHEREAS, Government Code Section 7910 requires that each year the governing
body of the District, by resolution, establish its appropriations for the following
fiscal year; and
WHEREAS, at least 15 days prior to the meeting at which this resolution was
adopted, the documentation used in the determination of the appropriations limit was
made available to the public at the offices of the District; and
WHEREAS, the Board has fully considered said laws, the revenues and
expenditures of the District during the relevant years, the date received from the
Department of Finance, the reports and recommendations of staff, and the opinions of
Counsel;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos
Water District as follows:
SECTION 1: The foregoing facts are true and correct.
SECTION 2: Pursuant to Article XIII B and Section 7910 of the Government
Code, the appropriations limit for Vallecitos Water District for the 1992-93 Fiscal
Year is established as $154,855.
PASSED, APPROVED, AND ADOPTED by the Board of Directors of the Vallecitos
Water District at a regular meeting held on this 17th day of June, 1992, by the
following roll call vote:
