RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT
URGING OPPOSITION OF ASSEMBLY BILL 3214 WHICH
PROPOSES SHIFTING OF PROPERTY TAX MONIES FROM
"ENTERPRISES" SPECIAL DISTRICTS TO SCHOOLS
WHEREAS, the Vallecitos Water District is a public agency incorporated
March 11, 1955, and formed under the County Water District Law, Section 30000 et.
seq. of the State of California Water Code; and
WHEREAS, the District has bonded debt as a general obligation of the
District; and
WHEREAS, the District receives tax revenues from the one percent (1%)
tax increment resulting from the passage of Proposition 13; and
WHEREAS, Assembly Bill 3214 would authorize the transfer of property
tax revenues "annual tax increment" from the District; and
WHEREAS, the District would bear water rate increases from its
wholesalers losing property tax revenues, notwithstanding to the loss of the
District's property tax revenues; and
WHEREAS, it is an indisputable proposition that the loss of property
tax revenues would place a substantial impact on the District's rates and fees;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Vallecitos Water District as follows:
SECTION 1: The Board of Directors of the Vallecitos Water District
strongly urges your opposition to Assembly Bill 3214 to impose "annual tax
increment" taking property tax revenues from "enterprise" special districts to
schools.
SECTION 2: The Board of Directors of the Vallecitos Water District
urges all local agencies that would lose their property tax revenue to schools
to provide a united front in opposing Assembly Bill 3214.
SECTION 3: The Secretary of the Vallecitos Water District is hereby
authorized to file a certified copy of this resolution with Governor Pete Wilson;
Senator William Craven, 38th District; and Assemblyman Robert Frazee, 74th
District.
