Reso 0890-09/1990 RESOLUTION NO. 890 RESOLUTION OF THE BOARD OF DIRECTORS OF THE VALLECITOS WATER DISTRICT EXPRESSING OPPOSITION TO PROPOSITION 128 WHEREAS, an initiative entitled "The Environmental Protection Act of 1990" will appear on the November 1990 general election ballot as Proposition 128; and WHEREAS, the extremely complex 16,000-word, 39-page measure covers a broad spectrum of issues and proposes multitudes of regulations that would result in a higher cost of living for all Californians, substantial disruption of the California economy, and a dramatic change in the California lifestyle; and WHEREAS, the State Legislative Analyst estimates the initial cost to California taxpayers at $3 billion while the state recently had to raise fees and taxes to deal with a $3.6 billion deficit; and WHEREAS, the measure would establish new water quality standards that could be interpreted to remove the obligation of the state to establish water quality standards that balance competing human needs with water for fisheries; and WHEREAS, the removal of that obligation could jeopardize existing water supply projects or those now underway or planned in the state of California; and WHEREAS, the measure could be interpreted to restrict the use of chlorine in water treatment processes, leaving water agencies without a viable alternative and thereby potentially introducing new health risks; and WHEREAS, the measure could preclude water agencies from pursuing reclaimed wastewater as a viable source of water for irrigation and other needs; and WHEREAS, the measure would grant broad environmental authority to a single individual with a $40 million annual budget whose authority would supersede the state Legislature, governor, and local governments; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Vallecitos Water District that the District opposes Proposition 128 on the November 1990 ballot and objects to its exclusion of the balancing process needed to ensure reasonable protection of all beneficial water uses, including water supply needs of the citizens of California.
