RESOLUTION OF THE BOARD OF DIRECTORS OF THE
VALLECITOS WATER DISTRICT
OPPOSING DELETION OF STATE FUNDING
FOR THE STATE WATER RESOURCES CONTROL BOARD
AND THE DEPARTMENT OF HEALTH SERVICES
WHEREAS, the State Legislature has previously provided funding
for the water rights activities and water quality regulation activities of
the State Water Resources Control Board; and
WHEREAS, the water rights activities and water quality regulation
activities of the State Water Resources Control Board benefit all
California residents and are appropriately funded by means of the general
fund; and
WHEREAS, the State Legislature has previously funded the drinking
water regulatory monitoring and enforcement program of the Department of
Health Services from its general fund; and
WHEREAS, regulatory monitoring and enforcement activities of the
Department of Health Services are of general benefit to all residents of
the State of California and should be funded from the state's general fund;
and
WHEREAS, the State Legislature is currently considering budget
proposals which will delete funding for water rights activities and water
quality regulation activities of the State Water Resources Control Board,
funding for the regulatory monitoring and enforcement program of the
Department of Health Services, and which will require these vital
state-wide services to be paid for by fees; and
WHEREAS, this District and all water agencies have a vital
interest in ensuring that water quality control programs are properly
funded; and
WHEREAS, the Board of Directors of the Vallecitos Water District
opposes budget proposals which will deprive the State Water Resources
Control Board and the Department of Health Services of state funding for
the above-referenced services;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Vallecitos Water District as follows:
SECTION 1: The Board of Directors hereby strongly opposes
budget proposals which will delete general funding for water quality
activities of the State Water Resources Control Board and the Department of
Health Services.
SECTION 2: The Board of Directors urges all public agencies
providing water service to oppose all state budget proposals which will
deprive the State Water Resources Control Board or the Department of Health
Services of funding for existing water quality control programs.

SECTION 3: The Board of Directors of the Vallecitos Water
District urges citizens throughout the State of California to join in
opposing budget bills requiring the State Water Resources Control Board and
the Department of Health Services to fund critical water quality control
programs through fees.
SECTION 4: The Secretary of the Vallecitos Water District is
hereby directed to transmit a copy of this resolution to all San Diego
County representatives in the State Assembly and Senate and to
representatives of the Association of California Water Agencies.
