RESOLUTION OF THE VALLECITOS WATER DISTRICT
BOARD OF DIRECTORS
COMMENDING STANLEY A. MAHR
FOR HIS MERITORIOUS SERVICE
WHEREAS, the Vallecitos Water District regrets the resignation
of STANLEY A. MAHR; and
WHEREAS, STANLEY A. MAHR was instrumental in the formation of
the Vallecitos Water District (aka San Marcos County Water District); and
has served the District as President of the Board of Directors; and has
served as a member of the District Engineering, Finance, and Personnel
Committees since 1955; and as the District's representative and past
Chairman of the Encina Water Pollution Control Facility Joint Advisory
Committee where he assisted in the administration of the $58 million
wastewater treatment plant construction through dedication, loyalty,
initiative, and leadership since 1965; and
WHEREAS, STANLEY A. MAJOR was appointed as the first Special
District Representative to the Local Agency Formation Commission in 1971,
where he served as a Commissioner until May 1989, Chairman of the
California Special Districts Association of San Diego County, and Chairman
of the Presidents and Managers Council; and
WHEREAS, STANLEY A. MAHR was the first volunteer fireman in San
Marcos, where he served as past Director and was instrumental in the
formation of the Public Cemetery Association for whom he served as Director
of the North County Cemetery Association; and
WHEREAS, STANLEY A. MAHR was past President of the San Marcos
Chamber of Commerce and was honored as the inaugural recipient of the
Chamber of Commerce "Stanley A. Mahr" award and served as a Board trustee
for the San Marcos Unified School District and Commissioner of the San
Diego Flood Control Commission; and
WHEREAS, the Stanley A. Mahr Reservoir was dedicated in honor
of his 40 years of active participation and dedication to the District's
growth, the efficiency of the District's operations, the fiscal integrity
of the District, and to the health and welfare of the citizens and
residents of the District; and
WHEREAS, the honorable and distinguished services of
STANLEY A. MAHR have served to establish and uphold the finest traditions
of citizenship through participation in local government.
NOW, THEREFORE, THE VALLECITOS WATER DISTRICT BOARD OF
DIRECTORS DOES HEREBY FIND, DETERMINE, RESOLVE, AND ORDER as follows:
Section 1: The Vallecitos Water District Board of Directors,
on behalf of themselves, the management and personnel of the District, and
on behalf of the citizens of the District do hereby express their
appreciation and commend and honor STANLEY A. MAHR for his 35 years of
service to the Vallecitos Water District and to the citizens and residents
of the District.

Section 2: The life-long contribution and diligent efforts,
the selfless service of STANLEY A. MAHR on behalf of this District and his
devoted citizenship are hereby memorialized as a permanent part of the
records of the Vallecitos Water District.
PASSED AND ADOPTED at a regular meeting of the Vallecitos
Water District Board of Directors held on August 21, 1989, by the
following roll call vote:
