RESOLUTION OF THE BOARD OF DIRECTORS
OF THE VALLECITOS WATER DISTRICT REQUESTING THE LOCAL
AGENCY FORMATION COMMISSION CONDUCT PROCEEDINGS FOR A
REORGANIZATION AND AMENDMENT OF THE DISTRICT'S SPHERE OF
INFLUENCE TO INCLUDE CERTAIN PROPERTY DESIGNATED AS THE
"LELAND WAY PROPERTIES"
WHEREAS, the Vallecitos Water District desires to initiate proceedings pursuant to
the Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000 commencing
with Section 56000 of the California Code, for the amendment of the sphere of influence
and reorganization of certain property designated as the "Leland Way Properties"; and
WHEREAS, the changes of organization included in the reorganization are:
a. Annexation of the Leland Way Property into the Vallecitos Water
District; and
b. Detachment of the Leland Way Property from the Rincon Del Diablo
Municipal Water District; and
WHEREAS, the reorganization territory is as in the attached Exhibit "A"; and
WHEREAS, the purpose of the proposed amendment of the sphere of influence and
reorganization is to provide uninterrupted water service to the properties; and
WHEREAS, the inclusion of said land in the Vallecitos Water District is in the best
interests of the Vallecitos Water District, Rincon del Diablo Water District, and the City of
Escondido; and
WHEREAS, this proposal will require an amendment to the sphere of influence of
the Vallecitos Water District; and
WHEREAS, the Board of Directors has determined that the project is categorically
exempt per CEQA section 15320; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of VALLECITOS
WATER DISTRICT and Pursuant to Government Code Sections 56654, application is
hereby made to the Local Agency Formation Commission (LAFCO) of the County of San
Diego for a proposed reorganization:
Section 1: The conditions of said reorganization are as follows:
Section 1.1: The annexation to the Vallecitos Water District is for water
service only.

Section 1.2: Payment of all fees to cover the costs of annexation, which
include LAFCO fees and State Board of Equalization fees.
Section 1.3: Detachment from the Rincon del Diablo Municipal Water
District.
Section 2: All the owners of land within such territory have given their written
consent to such annexation.
Section 3: The names of all affected cities and districts are the City of Escondido,
Rincon del Diablo Municipal Water District, and Vallecitos Water District.
Section 4: This Resolution is hereby adopted and approved by the Board of
Directors of the Vallecitos Water District, and the Local Agency Formation Commission of
San Diego County is hereby requested to conduct proceedings for the reorganization of
territory as described in Exhibit "A" according to the terms and conditions stated above and
in the manner provided by the Cortese -Knox- Hertzberg Local Government Reorganization
Act of 2000.
Section 5: This Resolution shall become effective immediately upon its final
passage.
Section 6: This Resolution is adopted without notice or hearing.
PASSED AND ADOPTED by the Board of Directors of the Vallecitos Water District
at a regular meeting held on this 19th day of December, 2001, by the following roll call vote:
