RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SAN MARCOS COUNTY WATER DISTRICT .ESTABLISH-
ING APPROPRIATIONS LIMIT FOR THE FISCAL YEAR
1982-83
WHEREAS, effective July 1, 1980, Article XIII B of the California
Constitution took effect'limiting the appropriations of certain state a~d local
agencies; and
WHEREAS, the Legislature has adopted Government Code Sections
7900-13 setting forth procedures to be followed by affected logal agencies in
fixing and determining their appropriations limits; and
WHEREAS, pursuant to said Government Code sections, the Depart-
ment of Finance has supplied the District with data regarding changes in popu-
lation, cost of living and per capita income for use in determining its
appropriations limit; and
WHEREAS, the District had a tax rate in excess~of 12.5 cents per
$100 of assessed valuation during the 1977-78 fiscal year, and, therefore, is
subject to the provisions of Article XtII B and implementing legislation; and
WHEREAS, Government Code Section.7910 Fequires that each year
the governing body of the District, by resolution, establish its appropriations
for the following fiscal year.
WHEREAS, at least 15 days prior to the meeting at which thi.s
resolution was adopted, th~ documentation used ~n the determination of the
appropriations limit was made available to the public at the offices of the
District;
WHEREAS, the Board has fully considered said,laws, the revenues
and expenditures of the District during the retevant years, the date received
from the Department of Finance, the reports and recommendations of staff, an~
the opinions of counsel; and
NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED
by the Board of Directors of the San Marcos County Water District as follows:
1. That the foregoing facts.are true and correct.
2. That pursuant to Article XIII B aha Section 7910 of the

Government Code, the appropriations limit for San Marcos County Water District
for the 1982~83 Fis(al Year'is established as $61,781.00.
PASSED AND ADOPTED at a regular meeting of the Board of Directors
of the San Marcos County Water District held on the 7th day of June, 1982, ~
the following roll call vote:
