RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SAN MARCOS COUNTY WATER DISTRICT, CALIFORNIA,
CERTIFYING ITS REVIEW OF THE FINAL ENVIRONMENTAL
IMPACT REPORT WITH RESPECT TO ASSESSMENT DIS-
TRICT NO. 76-2
(Mt. Whitney)
WHEREAS, a "Final Environmental Impact Report for Assessment
District 76-2 (Mr. Whitney)" has been prepared by American Pacific
Environmental Consultants, Inc., consultant to this District, and pre-
sented to this Board of Directors; and
WHEREAS, said Final Environmental Impact Report has been consid-
ered by this Board of Directors,
NOW, THEREFORE, the Board of Directors of the San Marcos County
Water District HEREBY DOES FIND, DETERMINE, RESOLVE AND ORDER as
follows:
SECTION 1. The San Marcos County Water District hereby certifies
that the said Final Environmental Impact Report has been completed in
compliance with the California Environmental Quality Act (Public Re-
sources Code Section 21000, et seq.) and the Guidelines for the imple-
mentation thereof (14 California Administrative Code Sections 15000, et
seq.), and the Board of Directors has reviewed and considered the in-
formation contained therein.
SECTION 2. As set forth in said Final Environmental Impact Re~
port, certain changes or alterations have been incorporated into the
project which mitigate or avoid any significant environmental effects
thereof, moreover, to the extent that growth-inducing environmental
effects of the project have been identified in the Final Environmental
Impact Report, mitigation measures with respect thereto are within the
responsibility and jurisdiction of the County of San Diego and/or the
City of San Marcos, not the San Marcos County Water District, and such
mitigation measures can and should be adopted by said County and/or
City.
