Reso 0538-03/1980RESOLUTION NO. 538
FINDINGS OF THE BOARD OF DIRECTORS OF
THE SAN MARCOS COUNTY WATER DISTRICT
IN CONNECTION WITH THE PROPOSED WASTE-
WATER TREATMENT AND RECLAMATION PRO-
JECT EXPANSION
WHEREAS, this Board has heretofore certified that the Final
Environmental In,pact Report for the Expansion of the Wastewater Treatment and
Reclamation System (" Project") has been completed in compliance with California
Environmental Quality Act, the State Guidelines, and the Local Guidelines of
the San Marcos County Water District;
NOW, THEREFORE, the San Marcos County Water District hereby finds for
each of the significant effects of the Project identified in the Environmental
Impact Report as follows:
Finding No. 1.
Potential Loss of Biological and Cultural Resources:
A phased mitigation program has been incorporated
into the conditions of project approval which will
effectively mitigated any potentially significant
effects related to the loss of biological or
cultural resources.
Statement of Supporting Facts: Although the
pipeline could result in the loss of biological or
cultural resources if not mitigated, the following
program will be implemented in order to avoid or
minimize such losses:
1. Delineation by the project engineer on a
200-scale (or better) map of the optimal pipeline
alignment, including access roads and necessary
staging areas.
2. Delineation by WESTEC Services' staff (or other
qualified biologiests, historians and archaeologists)
on the same scale map of the biological and cultural
resources existing along the proposed pipeline
alignment.
3. Resolution of actual or potential conflicts which
could result in the loss or disruption of the known

resources. Such resolution could be achieved by
realigning portions of the pipeline, relocating
proposed staging areas or access roads, or by
developing and implementing an acceptable
mitigation program for the resources which would be
so affected, including a phased testing program for
archaeology.
4. Preparation and submission to the SMCWD Board of
a report (including maps) describing potential
conflicts and impacts which would occur if the project
were constructed.
5. Consideration of the aforementioned report by the
SMCWD at a public hearing. Such consideration would
probably follow final project design but would precede
approval by the District of actual project construction.
Growth: No changes or alterations have been made in
the Project to mitigate or avoid the effects of growth.
Such changes or alterations are within the responsibil-
ity and jurisdiction of other public agencies and not
the San Marcos County Water District. Such changes
have been adopted by such other agencies or can and
should be adopted by such other agencies.
Statement of Supporting Facts: The decision to approve
the Project would allow the occurrence of growth and
growth-related effects identified in the Final Environ-
mental Impact Report without mitigation. However, the
planning and management of growth are exclusively within
the jurisdiction of the cities of Carlsbad, San Marcos,
Escondido and the County of San Diego, and General Plans
and other documents have been adopted by them to plan
and guide growth within the area that would be affected
by the Project. Air Quality Standards related to growth
are within the jurisdiction of the federal government.
-2-
Resolution No. 538
An Air Quality Management Plan and Regional Air
Quality Strategies have been prepared by the
Comprehensive Planning Organization to attain federal
air quality standards. Traffic, circulation and road
construction are exclusively within the jurisdiction
of the aforementioned cities, the County of San Diego,
amd the State of California. Noise from traffic is
within the jurisdiction of the city, county, state
and federal governments.
