RESOLUTION OF THE BOARD OF DIRECTORS OF TRE
SAN MARCOS COUNTY WATER DISTRICT AUTHORIZING
THE EXPENDITURE OF FUNDS AND NEGOTIATION OF
AGREEMENT BY THE GENERAL MANAGER OF THE
DISTRICT WITHIN PRESCRIBED FINANCIAL LIMITS
WHEREAS, the Board of Directors of the SAN MARCOS COUNTY WATER DISTRICT
has heard evidence from staff members and has discussed in public meetings of
- the Board of Directors matters concerning the increase in efficiency of the
District by authorizing the General Manager to expend funds of the District for
tools, equipment, material and supplies and ordinary services routinely and
ordinarily utilized by the District in the customary operations of the District
and for emergency services; and
WHEREAS, the Board has heard evidence upon and considered the increase in
efficient operations of the District to be obtained by authorizing the negotiation
of agreements for the supply of labor, services, tools, equipment, materials and
supplies to the District for required operations upon approval of the General
Manager with a value up to and including FIVE THOUSAND DOLLARS ($5,000.00) in gross
amount per purchase; and
WHEREAS, the Board has determined that the efficient operation of the
District justifies the delegation of authority to the General Manager in these
matters in order to expedite the obtaining of materials and services for the
District in the ordinary and emergency operations of the District.
NOW THEREFORE THE BOARD OF DIRECTORS OF THE SAN MARCOS COUNTY WATER DISTRICT
DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1: The General Manager of the SAN MARCIB CCINTY WATER DISTRICT is
authorized to purchase or to enter into agreements for purchase of goods, services,
tools, materials, equipment and labor required by the District which are necessary
for routine operations in carrying out its operations in a gross amount not to
exceed the sum of ONE THOUSAND DOIIARS ($1,000.00) per purchase.
Section 2: The Board further delegates authority to the General Manager to
enter into agreerents for the acquisition of services, labor, supplies, materials,
tools and equipment necessary to the operation of the District or to purchase

such materials or services for anounts no greater than FIVE THOUSAND DOLLARS
($5,000.00) per purchase in cases of necessity to meet emergency situations and
for routine operations where the acquisition has been provided for in the current
budget of the District.
Section 3: The General Manager upon making any purchase or entering into
an agreement in dollar value exceeding ONE THOUSAND DOLLARS .($1,000.00) per
purchase, shall report such purchase or agreement to the Board of Directors at
the next regular meeting of the Board.
PASSED, ADOPTED AND APPROVED by the Board of Directors of the SAN
COUNTY WATER DISTRICT at a regular meeting of the Board of Directors held on
February 19, 1980, by the following roll call vote:
