RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SAN MARCOS COUNTY WATER DISTRICT,
SAN DIEGO COUNTY, CALIFORNIA, MAKING
DETERMINATIONS RELATIVE TO ENVIRONMENTAL
EVALUATION OF PROPOSED ALIGNMENT CHANGE
OF LAND OUTFALL PROJECT C-06-1571-010;
AUTHORIZING PREPARATION OF SUPPLEMENT TO
ENVORONMENTAL IMPACT REPORT: AND MAKING
OTHER DETERMINATIONS
WHEREAS, this Board of Directors proposes to change alignment of proposed
Wastewater Land Outfall described as follows:
The existing approved project proposes Section B-2b, described in
the Final EIR for the San Marcos County Water District (SMCWD)
Land Outfall December 1979, would be changed to northern route
(see map). The alignment change would shift the outfall from
going along Lake San Marcos' lake bottom, then through a new
development and finally tunnel under the hills west of the lake
to a route that would follow along San Marcos Blvd. and tunnel
under the hill north of Rancho Santa Fe Road. The new align-
ment would then follow along the canyon and intersect the
original proposed route as shown on the attached map.

WHEREAS, an initial study does indicate that said alignment change may
not have a significant effect on the environment:
NOW, THEREFORE, the Board of Directors of the San Marcos County Water
District does hereby RESOLVE, DETERMINE AND ORDER as follows:
Section 1. That the above recitals are all true and correct.
Section 2. That this Board of Directors does hereby find and determine:
(a) That this District is "lead agency" for said Project; and
(b) That said Project may not have a significant effect on the
environment.
Section 3. That this Board of Directors does hereby authorize and direct:
Neste, Brudin & Stone Incorporated
t'oprepare a supplement to the Final Environmental Impact report on said
Project, hereinafter called "Supplement to EIR", and to provide notice of the
preparation thereof, all in the time, form and manner required by the California
Environmental Quality Act and State EIR Guidelines.
