RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SAN MARCOS COUNTY WATER DISTRICT DECLARING
THE INTENTION TO CONSIDER A CHANGE IN POLICY
WITH RESPECT TO THE REQUIREMENTS FOR "CLEAN-
OUTS" AND MAINTENANCE OF SEWER LATERALS AND
FIXING THE TIME AND PLACE OF A HEARING AND
GIVING NOTICE OF HEARING
WHEREAS, the Board of Directors of the San Marcos County
Water District deems it necessary for the District to reconsider
existing policy with respect to requirements for property line
"clean-outs" and maintenance of sewer laterals; and
WHEREAS, the Board of Directors intends to hold a hearing
to consider the following questions with respect to sewer service
provided by the District:
1. Shall the District discontinue the requirement for a
property line "clean-out" throughout the District except for service
provided within Improvement District No. "A" and continue the re-
quirement within that Improvement District only?
2. Shall the District discontinue the practice of main-
raining the sewer lateral between the street main and the property
line and require the maintenance of that sewer lateral to be
accomplished by the property owner serviced thereby?
NOW, THEREFORE, the Board of Directors of SAN MARCOS
COUNTY WATER DISTRICT does hereby resolve, determine and order as
follows:
Section 1: It is deemed necessary for the District to
reconsider the policy in connection with the following matters:
1. Shall the District discontinue the requirement for
a property line "clean-out" throughout the District except for service
provided within Improvement District No. "A" and continue the re-
quirement within that Improvement District only?
2. Shall the District discontinue the practice of main-
taining the sewer lateral between the street main and the property
line and require the maintenance of that sewer lateral to be
accomplished by the property owner serviced thereby?

Section 2: The Board of Directors does hereby give
notice of its intention to reconsider the policy of the District
with respect to the matters set forth in Section 1 above.
Section 3: Monday, the 17th day of July, 1972 at the
hour of 3:00 o'clock p.m. on said day, at the meeting place of the
Board, 788 West Encinitas Road, San Marcos, California 92069, in
said District, is hereby fixed and determined by this Board of
Directors as the time and place for a hearing by this Board on the
determination of the foregoing policy.
Section 4: Notice of this hearing shall be given by the
Secretary of the Board by publication of a copy of this Resolution
in The Vista Press, Vista, California, a newspaper of general cir-
culation published within the County within which this District is
situated, there Deing no newspaper of general circulation printed
and published within said District, and the Secretary shall also
cause the notice to be posted in five (5) conspicuous places within
the District at least ten (10) days prior to said hearing.
