RESOLUTION OF THE BOARD OF DIRECTORS
OF THE SAN MARCOS COUNTY WATER DISTRICT
AUTHORIZING AND DIRECTING THE PRESIDENT
AND SECRETARY TO EXECUTE THE FIFTH SUP-
PLEMENT TO THE BASIC AGREEMENT PROVIDING
FOR THE ACQUISITION AND CONSTRUCTION OF
A JOINT SEWER SYSTEM
WHEREAS, the San Marcos County Water District is
a party to an agreement with the VISTA SANITATION DISTRICT,
THE CITY OF CARLSBAD, and BUENA SANITATION DISTRICT with
respect to the construction and operation of the Encina
Water Pollution Control Facility and Ocean Outfall (and
related facilities), and
WHEREAS, the LEUCADIA COUNTY WATER DISTRICT and
ENCINITAS SANITARY DISTRICT desire to become participants
in the joint Pollution Control Facility and Ocean Outfall,
and
WHEREAS, the FIFTH SUPPLEMENT TO BASIC AGREEMENT
has been designed to provide for participation by LEUCADIA
COUNTY WATER DISTRICT and ENCINITAS SANITARY DISTRICT
NOW, THEREFORE, BE IT RESOLVED by the BOARD OF
DIRECTORS OF THE SAN MARCOS COUNTY WATER DISTRICT that the
President and the Secretary are authorized and directed to
execute that certain document entitled
"FIFTH SUPPLEMENT TO THE BASIC AGREEMENT
TO PROVIDE FOR PARTICIPATION BY LEUCADIA
COUNTY WATER DISTRICT AND ENCINITAS SANI-
TARY DISTRICT"

by the following roll call vote:
